BY-LAW 16

 

GENERAL

 

Section (1)            

Subject matters files shall be maintained for periods established by the National Council.

 

Section (2)

In the event of a jurisdictional dispute between Locals of this Component concerning employees eligible for membership, such disputes shall be referred to the National Council and their decision shall be binding on all Locals concerned.  In such matters, the Locals concerned shall have the right to make an appeal to the Triennial National Convention of this Component.

 

Section (3)

Unless expressly provided otherwise by these By-Laws, all decisions requiring a vote shall be decided by a simple majority.

 

Section (4)

Unless expressly provided otherwise by these By-Laws, PSAC's "Rules of Order" shall apply at all meetings and Conventions of this Component.

 

Section (5)

Nothing in these By-Laws shall be construed so as to conflict with the Constitution of the Public Service Alliance of Canada.

 

Section (6)

This Component shall issue such publications as are necessary to keep its members informed on matters of concern to them.  The

format of such publications shall be determined by the National Executive.

 

Section (7)

The following interpretations shall apply in these By-Laws:

 

"Component" where used in these By-Laws shall be construed to mean the "Natural Resources Union" unless specifically indicated otherwise.

 

"May" is to be construed as permissive.

 

"Shall" is to be construed as imperative.

 

"He" and "She" shall be construed to include members of the opposite sex.

 

"National Council" shall be construed to refer to the National Council of the Natural Resources Union.

 

"National Executive" shall be construed to refer to the National Executive of the Natural Resources Union.
