BY-LAW 8

 

DUTIES OF OFFICERS

 

Section (1)

 

The National President shall:

 

(a)  represent this Component on the National Board of Directors of the Public Service Alliance of Canada as required by sub-section 1 of Section 10 of the Constitution of the Public Service Alliance of Canada;

 

(b)  preside at all meetings of the National Council and National Executive;

 

(c)  preside at all sessions of the National Convention;

 

(d)  interpret the By-Laws of this Component for the administration and management of the Component, and such interpretation shall be conclusive and in force until such time as reversed by the National Council or Convention;

 

(e)  ensure that the National Council carries out the directives and policies established by the National Conventions of the Public Service Alliance of Canada and this Component, in accordance with the authorities of each as provided by the Constitution and By-Laws;

 

(f)   ensure that the Assistant to the President carries out the day-to-day work of this Component as provided in these By-Laws and as instructed by the National Council;

 

(g)  call a meeting of the National Council at least once annually or upon request by the majority of members of the National Council;

 

(h)  make every reasonable effort to submit a report to each Council Member of his/her official activities on any Committee or body where she/he has acted as the representative of this Component in writing no later than seventy-two (72) hours before each meeting of the National Council and to each Triennial National Convention;

 

(i)   report in writing to the Triennial National Convention on the activities of the National Council and such other committees over which he/she may have presided;

 

(j)       submit in writing to the National Convention such recommendations as the National Council deems necessary for the continuing process of the aims and objects of this Component and the Public Service Alliance of Canada;

 

(k)     ensure that the First Vice President is informed of all matters relevant to the Component.

 

 

(l)   perform such other duties as are within the authority of presiding

      officers of deliberative bodies.

 

(m) attend a convention of the Canadian Labour Congress at least

      once during each term of office.

 

 

 

 

 

 

Section (2)

 

The First National Vice-President shall:

 

(a)  upon delegation, perform the duties of the National President in case of absence or on the resignation of that officer;

 

(b)  attend all meetings of the National Executive;

 

(c)  attend all meetings of the National Council;

 

(d)     attend all sessions of the National Convention;

 

(e)  make every reasonable effort to submit a report to each Council member of her/his official activities on behalf of the members of this Component in writing no later than seventy-two (72) hours before each meeting of the National Council and to each Triennial Convention.

 

(f)      perform such other duties as may be assigned by the National President.

 

(g)  submit a report in writing on all activities this officer has been engaged in on behalf of the Component.

 

Section (3)

 

The Second National Vice-President shall:

 

(a)  upon delegation perform the duties of the First National Vice-President in case of absence or on the resignation of that officer;

 

(b)  attend all meetings of the National Executive;

 

(c)  attend all meetings of the National Council;

 

(d)     attend all sessions of the National Convention;

 

(e)  make every reasonable effort to submit a report to each Council member of her/his official activities on behalf of the members of this Component in writing no later than seventy-two (72) hours before each meeting of the National Council and to each Triennial Convention.

 

(f)   perform such other duties as may be assigned by the National President.

 

(g)  submit a report in writing on all activities this officer has been engaged in on behalf of the Component.

 

 

Section (4)

 

National Directors shall:

 

(a)  attend meetings of the National Council as required;

 

(b)  attend Committee meetings of the National Council when appointed to do so;

 

(c)  submit a report of their activities and recommendations during their tenure to the National Council six months prior to the Triennial National Convention;

 

(d)  in general, be responsible to the National Council for the affairs of their Local and perform such duties as may be required by the National Council.

 

Section (5)

 

The Assistant to the President shall:

 

(a)  be responsible to the National Council for the proper discharge of his/her duties as listed hereunder;

 

(b)  be responsible for the management, control and allocation of staff at the headquarters office of this Component;

 

(c)  for all finances, correspondence and all official documents of this Component;

 

(d)  keep an accurate account of proceedings of meetings of the National Council and the National Executive and following the close of each meeting or Convention prepare and distribute a copy of the minutes to all Locals.  Such distribution shall be done within sixty (60) days after the meeting or convention wherever possible.

 

(e)  make every reasonable effort to submit to each National Director no later than seventy-two (72) hours before each Council meeting and Convention a written report of the financial and membership state of this Component;

 

(f)   make every reasonable effort to submit a report to each Council Member of his/her official activities on any Committee or body where she/he has acted as the representative of this Component in writing no later than             seventy-two (72) hours before each meeting of the National Council and to each Triennial National Convention;

 

(g)  collect all monies payable to this Component, and deposit such funds in a chartered financial institution to the credit of this Component and keep proper records of all transactions;

 

(h)  for the disbursement of funds payable by this Component in settlement of its just debts;

 

(i)   for the transmission of information and reports to the National Council and the Locals of this Component without delay;

 

(j)   represent members when required to do so by the President on appeals and grievances and at the Joint Council meetings or any other committees;

 

(k)  carry out such other delegated duties as may be decided by the National Council of this Component within the terms of these By-Laws.

 

Section (6)

All officers and employees of this Component shall deal promptly and appropriately with matters submitted to them by the membership or by National Officers.

 

Section (7)

On vacating their respective positions which they may hold, all officers of this Component shall deliver to the Assistant to the President or to his/her successor all documents, monies or other property of this Component.

 

Section (8)

Local Presidents shall preside at meetings of their respective Local and shall be responsible for the efficient and proper conduct of such Local.

 

Section (9)

Local Vice-Presidents, in the absence of their respective Presidents, shall carry out the duties of the office of President.

 

Section (10)

Local Secretary-Treasurers shall keep accurate records of all meetings of their respective Local and shall be responsible for keeping proper files or documents, financial records, and all correspondence relating to their Local and this Component.

 

Section (11)

For the purpose of efficiency and ease of operation, a Local may divide the responsibilities of the office of Secretary-Treasurer among two or more of the following:  Secretary, Recording Secretary, Corresponding Secretary and Treasurer and the election procedure set forth in these By-Laws shall apply.
